A few things that come to my mind right away, despite the obfuscated
logs (making it impossible to tell what is what, at least without
reading the DHCP standard documents):

* What does BIND say in its logs?
* Is BIND running and listening at the IP dhcpd expects it to?
* How is the 'connection refused' line(s) REALLY supposed to look?
About all I can make out is that it tries to add an A and a TXT
record, and the connection is refused.
