Depends on what you mean by the phrase "multihoming within NS records". An
NS record just associates the name of a nameserver with a zone for which it is
supposed to be authoritative. Now, that nameserver name may resolve to multiple
addresses. Is that what you mean by "multihoming"? That's just implicit in how
DNS works -- any name (except one which owns a CNAME record, which it is
illegal for a nameserver name to own) can own multiple address records.

Or, by "multihoming" you mean having multiple NS records owned by a zone name?
That too is implicit; in fact, it's *required*. When a zone owns multiple
NS records, then nameservers pick amongst them, to send queries for names in
the zone. BIND, for instance, uses RTT (round-trip time aka "speed") to decide
where to send the queries, preferring faster nameservers over slower ones.
