	Well my guess is that the server ran out of memory.  I
	would not have coded this with a RUNTIME_CHECK(), rather
	I would have return the failure to the caller.

	RUNTIME_CHECKS are supposed to be for things that should
	never happen or are so critical that the server can't
	recover if this fails.

	This particular piece of code no longer exists in 9.2.
