the orginal poster used "address space". You are correct that "names",
more properly called lables, also fit.  A more reasonable statement
might be:

"You should *NEVER* claim to be authoritative, in the Internet, for
resources that have not been delegated to you from an authorized
registry. Onec you are delegated resources, you become a registry
and *MUST* claim to be authoritative for those resources."
