ndc problem

Hello,

I am trying to "ndc" command to start/stop the named
process but I kept getting the following error
messages:

ndc: error: ctl_client: evConnect(fd 3): Connection
refused
ndc: error: cannot connect to command channel
(/usr/local/etc/ndc)

Any advices please :)
