My name server keeps sending NOTIFY requests

I have done that, which of course does fix the problem, however the real
issue is not how to disable notify, but how to fix the continuous notify
requests that I am seeing. DNS & BIND says that once the master has received
a response from a secondary, it should stop sending requests, which it is
not doing in my case.
