Apart from updating to a newer version, have a look at /etc/inittab and/or
/etc/rc.tcpip
/etc/inittab should contain something like
rctcpip:2:wait:/etc/rc.tcpip > /dev/console 2>&1 # Start TCP/IP daemons
and /etc/rc.tcpip should read
# Start up Domain Name daemon
start /usr/sbin/named
somewhere.

Get a recent ( without the known security hazards that 8.2.2 has ) and
install without the service-manager interference.)
