Recursive queries for external CNAME

We have a server that allows recursive queries from local clients only.

It is authoritative for a zone that contains a CNAME record that points
to an external domain :
www             IN      CNAME   xweb.otherdomain.

It seems that some (all ?) requests for www.ourdomain cause a recursive
query to be sent to our server. For instance :
May 23 09:45:07 syseca named[7037]: unapproved recursive query from
[157.99.64.64].53 for xweb.otherdomain

Is it the normal behaviour or a misfeature of 157.99.64.64's dns server
implementation ?
