There are commercial products that do this already... Lucent's Quadritek
is one that I know about most.

The idea is that the back-end DB stores IP addresses and hostnames, zone
information, zone administrators, secondary DNS servers, DHCP config
info, DHCP lease info, etc., etc., etc.  Create a reasonable DB schema,
some admin screens, some glue logic, and you've got a "meta" DNS/DHCP
solution targeted to large installations.

Quadritek was independent until Lucent bought them for $50 million in
1998 or 1999.
