The problem isn't likely to be between the primary and the secondary.  It's
that upgrading the primary to a new version causes it to reject zone files
that the old primary accepted.  If it rejects the file, it won't let the
secondary transfer it.

When it rejects a file, it logs a message saying why.  So look in the log.

Usually the problem is syntax errors that the old version didn't check for.
For instance, hostnames containing underscores is the most common problem.
Like I said, look in the log for the error messages.
