That's up to the individual organisation responsible for the top level
domain to decide. Some NICs (like those for the .us or .uk ccTLDs) impose
a fixed set of second level domains, while others (like those for the .de
or .fr ccTLDs) have no such restriction. So it would be no problem to
register amjad.de or amjad.fr, while registering amjad.uk or amjad.us
will be impossible. Whether amjad.jo is legal is up to the NIC for
the .jo TLD to decide.
