Bind interaction with NDC

On 6/29/00, Jim Reid wanted to tell me:

Jim.. yes I was.  I telneted in to my main terminal.   When I 
returned to see what was really going on, I was constantly seeing 
this until I ran named.restart

What is the most quickest way of determining whether 2 versions of 
BIND is running and how can I effectively remove & permanently delete 
the additional version for good?
