At what does Win2k register itself into DNS

As subject:

If you have a number of Win2K machines, with statically allocated IP
addresses, will Win2K still attempt to register A and PTR records for
themselves?

I can understand why do this for DHCP hosts, but if the above is true,
why for static information? It seems a wasted operation.
