Sure. But this is a non-trivial problem. Think about multi-byte
characters for languages like Chinese and Japanese. And how these
would be represented (or typed!) on keyboards and displays that don't
support those alphabets. There are also nasty problems with case
folding. And multi-byte characters eat into the length of the hostname
and its label components which brings more problems. There are some
people working on this - see http://www.idns.org - but it's probably
going to be a long time before a standard is ratified, implemented and
universally deployed.
