also-notify - how long should it take?

In response to the problem and not the dig at the documentation, you
mention a firewall in between the 2 servers.  Is it possible the firewall
is blocking the notify packets since they are coming in from the outside?
To verify (if you do not control the firewall access list), you can watch
for packets on the internal DNS server.
