turning off dynamic DNS updates from win2k

By default win2k domain controllers dynamically register a single
host resource record (A) which maps the domain name to the ip
address of the domain controller.  I would like to disable this.
According to the MS documentation (Q259028) this can be disabled by
setting the following registry entry:

   HKLM\SYSTEM\CurrentControlSet\Services\Netlogon\Parameters
	entry:	RegisterDnsARecords
	type:	DWORD
	value:	0

It's not working - I still see attempted updates.  (the machine
was rebooted after the registry was changed) 

Please let me know if this works for you so that I can figure
what I've done wrong.
