No, it's not normal.  A server is authoritative for zones, not domains.
Names in non-delegated subdomains are part of the same zone.  The server
should be authoritative for the whole zone or none of it.

I don't know.  Are you sure it's returning authoritative answers for
barney.fred.com and wilma.fred.com?
