"ndc reconfig" vs "ndc reload"

We use ndc reload on our 8.1.2 servers and it works fine to find new
domains that we've added.  I sure hope they don't force us to go back to
"ndc restart", like in pre-4.9 days.  It takes our servers 15 minutes to
restart, and we can't afford to have them out of commission like that every
time we add or delete a zone.
