How do i delegate i.p addresses ??

Hey guys... I was wondering if i can get a boost from someone.


I have successfully setup a DNS server that resolves  for a small network
and is authorative for a few registered domains.  The name to address
resolutions works ok.  I have read about reverse lookups, but I never went
that far yet. I really didn't think i needed them. 

I also just compiled a new verison of sendmail. I had trouble getting
controlled relaying to work correctly.
I decided that not having reverse look up configured... that I would run
into trouble with others servers like Sendmail. 


I got reverse lookups to resolve successfully locally, but I don't
understand what has to be done for them to work  on the internet.


I got a class C subnet assigned to our network from our provider 
and then I went to signaturedomains.com to register multiple domains.

Do you have to get my ISP to do the delegation or does the registar of my
domain do this ???

    Auth. name server :  ns.olafsolutions.com
    
    i.p addresses : 64.244.3.245
                    64.244.3.246
    
  there is more i.p's but they are not being used.


Any help would be appreacited.
