is all digits legal?

Greetings,

Don't mean to open up a can of worms. I know
rfc952 was modified (1035) to allow first letter
of hostname to be a digit and so cases
like 3com.com are legal. But is hostname made
of entirely digits legal (e.g. 123.org)? 
My understanding of rfc1035 says that it's not but
I see instances in which hostname is made up
entirely of digits!
