BIND 8.2.2P5 not recieving

	You can adjust the port named uses to send queries to using
	query-source.  I suspect, as I believe you do, that there is
	filtering occuring based on the evidence presented.  If you
	set to port to 53 using query-source the BIND 8 will work
	through firewalls set up for BIND 4.
