How to setup Dns in digital unix 4.0e?

My system is alpha4100+DEC unix 4.0E
i use bindsetup config dnsserver,
but when i use nslookup at other client(windows)
,it shows time out,the Dns can't work,i have wrote
dnsserver's ip in client pcs.
PLEASE HELP ME!!!
