Keeping dynamic and static DNS entries separate?

2 - This has been discussed.  Put one or both into subdomains.

1 - There is no such thing as a "permanent" entry in DNS.  All records
    have a Time To Live.  It used to be set in the SOA; now, if a $TTL
    line is present before the SOA, it is set from that [8.2ff].
