Why?  If you're just starting with BIND now, why aren't you using BIND 8?
4.9.7 was created to fix some security bugs in previous BIND 4 releases,
for the benefit of sites that weren't ready to convert their named.boot
files to named.conf syntax.  But if you're starting from scratch, why would
you use the old version?  You said you were switching to BIND to get more
options and DDNS, but BIND 4 doesn't have them!

You haven't given us any details, so how can we tell what's wrong?  We need
to know your domain, the address of your primary server, where your mail
should go to, what errors you're getting, etc.
