Resolving external domain using local servers fails

The domain is on hold due to a late payment, so it's not installed on the
root servers.  It doesn't show up as having a payment due in
<https://payments.networksolutions.com>, so I suspect they paid the bill
today.  It will take a day for the root servers to be updated.
