Problem with BIND 8.2.2 NOTIFY

You won't see them, as bind IMHO can't really send them.
Your zone file is broken: NS records have to point to hostnames, not
IP addresses.

Also, even if the NOTIFY is successfully sent, you may not see much
traffic, as the secondaries first check the SOA and decide whether to
AXFR or not. Only if your SOA serial is higher than the one cached on
the secondaries the zone is transferred.
Also, did you check with your secondaries, whether they've enabled
notifies at all?
