Port Unreachable

Hi All,
Was wondering if I could get some help with a bind 8.1.2

My system runs an icmp logger that runs in syslog.

When doing a nslookup on an internet domain (say www.something.com), it 
looks up the address ok, but at the same time I recieve the following 
ICMP information:

Jun 17 18:12:26 sbp-gw1 icmplog[61]: 203.39.146.227: udp port is 
unreachable [dp=1278 sp=53]
Jun 17 18:12:46 sbp-gw1 icmplog[61]: 203.39.146.227: udp port is 
unreachable [dp=1283 sp=53]

netstat shows that the destination port (dp) is not open. I was just 
wondering what it is in bind that causes it to look up a closed port, and 
how to rectify it.
