Scondary is not working

Hi,
I have a DNS for internal zones, with unlega IPs
The pirmery works well !    but the problem start while secondary has to be
take action.

1. The zone transfer done from the primery to the secondary,
2. Actually the secondary dns server answer to the clients
    only it its' IP(secondary) is the first on the resolv.conf,

client's resolv.conf that is not working while the primery is down, but not
inverse:
----------------------------------------------------------------------------
----------------------------------
domain my domainname.com
nameserver     primery-ip-addr
nameserver     secondary-ip-add
