How does DNS work in this situation ?

Are the servers on the internet?

If so, is a.com listed with InterNic?
If yes, and not blocked by firewall, ns2 will query the root servers for
the NS records for a.com.
A root server should return ns1's address
NS2 will then contact NS2 for info on a.com.

If they are not connected to the internet, or you want to avoid having
ns2 go to the internet, then configure ns2 to forward unknown requests
to ns1.
