BIND for NT fails on first lookup

I'm running BIND for NT (4.97). Everything works fine except the first lookup 
from any client always fails. For example, if I go into nslookup and set 
retry to 1 then I get no response (it doesn't seem to matter what the timeout 
is set to either). 

The second attempt always succeeds. Most clients seem to retry a couple of 
times so it's not too much of a problem; however, it is a bit annoying.

I know the first request is getting to BIND as the statistics show an address 
lookup, but obviously the client is never getting the reply.

Any ideas?
