bind 8.2.1 and ndc

trying to install bind 8.2.1 on an RedHat Alpha Linux server
I get tho following error if I try to use ndc:

root at zeder:/tmp/bind/src> ndc
Type   help  -or-   /h   if you need help.
ndc> /?
ndc: error: ctl_client: evConnect(fd 3): Connection refused
ndc: error: cannot connect to command channel (/var/run/ndc)
ndc>^C 

root at zeder:/tmp/bind/src> ndc reload
ndc: error: ctl_client: evConnect(fd 3): Connection refused
ndc: error: cannot connect to command channel (/var/run/ndc)
root at zeder:/tmp/bind/src> 

/var/run/ndc seems to be ok:

oot at zeder:/tmp/bind/src> ls -l /var/run/ndc 
-rw-------   1 root     root            0 Jul 19 13:56 /var/run/ndc

so what's the matter?
