[Kea-users] Deprecating libreload command

Hi,

We're planning to deprecate and later remove the libreload command 
completely. The command was implemented a long time ago, in Kea 1.2.0 
when the hooks framework was being implemented and there were no hooks.

The original idea, to reload just the hooks and not the whole server 
configuration seem to never gained any traction.

Unless we hear some serious objections, the command will print a warning 
in Kea 2.3 and upcoming 2.4. Some time later in 2.5 it will be removed 
completely.

If you don't know what libreload is, feel free to ignore this message.
