[Kea-users] External script to enable or disable pools

I haven't designed it yet to be honest.  the environment is such that the network is served by two
gateways using two independent providers.  The thought is to load balance the users out each
gateway, and with a short enough lease time if one of the providers suffers an extended outage the
DHCP server can 'fail' all of the clients over to the working gateway via lease expiration.
