[Kea-users] Maximum post size for kea-users increased to 60KB

Recently a couple mails ended up in the moderation queue due to being
too large. I increased the maximum size to 60KB. Hopefully that'll do
the trick. If you plan to post anything larger, please consider
uploading your file somewhere and just post the link.
