Perfect, adding KEA_LOGGER_DESTINATION=syslog:kea to keactrl.conf worked.

In Kea 0.9.2 I add this line as the last line of my keactrl.conf

KEA_LOGGER_DESTINATION=syslog:kea



and that puts the log files where I want them during startup and until
Kea takes its configuration from the configuration file.
