How about a pool per IP, along the lines of :
subnet ....
pool {
range 10.0.0.1;
option root-path "iscsi:initiator1.example.com::::target00";
}
subnet ....
pool {
range 10.0.0.2;
option root-path "iscsi:initiator1.example.com::::target01";
}
and so on.
