Can the DHCP messages come from the same machine?

Hi~

I know this question is kind of weird. But I want a piece of code on the
server can query DHCP server for remote users.
So can the DHCPINFORM message come from the same machine of the server? Ex:
DHCPINFORM messages send from 192.168.1.2 to 192.168.1.3 or to 127.0.0.1
If it can't, is it a implementation issue or because the RFC says that?
