Confirm message - RFC3315

Hello All

RFC3315 states that whenever a client may have moved to a new link,
the client MUST initiate a Confirm/Reply message exchange.

USGv6 tests require DHCPv6 clients to transmit a Confirm message when a
link cycles state. Does dhclient6 conform to this and if not are there any
plans to add support in later releases ?
