"dhcpctl_connect: operation in progress" in 4.2.1

When I used 4.2.1 I have to use auto-partner down because I had the problem
that the server go to shutdown, recover and then recover-wait (for ever). So
auto-partner down was a good work around during testing. But the 3.1 didnt
need autopartner down. In all the tests - shutdown via omapi, kill -9, pull
the cable etc. the server behaves exactly like the standard.

So I dont see a need for auto-partner-down. And the 3.1 works perfect with
LDAP - even if LDAP seem to be nonsense in DHCP because it only asks dynamic
for host objects .......
