I believe this may be a correct analysis. We had some problems when
we started using ISC DHCP in a failover configuration. These problems
made us believe that dhcpd can get into a situation where there is
starvation of the TCP redundancy traffic due to a high rate of UDP
traffic and/or disk I/O. See
