Most likely the pool is running low on leases, and the peer has the
only lease(s) left.

Periodically, the server will log "pool" log lines (one before, and
one after balancing events) for each pool.  What do the log lines say
for the 10.8.51/24 and 10.8.30/24 subnets say?
