yes, i remember now a failover bug where even after stos+mclt expired,
the server would only allocate leases to /returning/ clients, it
wouldn't make an attempt to allocate the peer's leases to new clients
that don't have an old binding somewhere.

quite a surprise i think that bug survived so long without apparent
notice (possibly due to reticent client populations?), you want to
look for this in relnotes (not sure what versions it appeared in);

- A partner-down failover server no longer emits 'peer holds all free leases'
  if it is able to newly-allocate one of the peer's leases.

sometimes i forget that people aren't running HEAD off our maint
branches.  :(
