Upgrade from 3.0.4 to 3.1.0

That's pretty much the process I use every time when upgrading failover
pairs. The only downtime is the startup time for peer one.

You can run the new dhcpd in test mode before you install it to be sure
that it likes your dhcpd.conf and dhcpd.leases.

  dhcpd -t -cf /etc/dhcpd.conf -lf /var/dhcp/dhcpd.leases
  dhcpd -T -cf /etc/dhcpd.conf -lf /var/dhcp/dhcpd.leases

(or whatever the path to the corresponding files are.)
