3.1.0 and 4 do work together, they are basically the same
implementation of failover.

I have seen some intermittent problems with failover on 4.1.0-HEAD in
our lab, and have been unable to replicate them on 4.0.x, 3.1.x, or
3.0.x.

But other than that, I see no reason not to run one 4.0.x and 3.1.x
together, and you are right about the jump from 3.0.x to 3.1.x.
