why primary and secondary allocate same IP?

you have 'load balance max seconds' configured.

this keys on the 'secs' BOOTP header field.  if that field,
supplied by the DHCP client, exceeds the configured value,
then both servers will answer.

the only thing that matters is that both servers syslog to indicate
that they are in 'normal' state.
