I'm assuming you mean your first "nameserver" line is "nameserver
127.0.0.1", since "nameserver localhost" wouldn't work.
Another thought: is your nameserver configured to listen on loopback? By
default it will listen on loopback, but this can be overridden with a
"listen-on" statement.
