Yes I think so it's a valid hint file, my hint "named.ca" file it look 
like the follwoing and it's located in /etc/namedb where the named.conf 
located


options {
        directory  "/etc/namedb/";
};

zone  "." {
        type  hint;
        file  "named.ca";
};
