Hi Bob, Sorry I didn't get you, The ports are not duplicated in the second
case

Case 1)Failover-peer1 (Server A and Server B)--port 647
      and Failover-peer-2(Server B and Server A) --> port 648

Case 2) Failover-peer1 (ServerA --primary port 647 and Server
B--failover-port 648)
    and Failover-peer-2(Server B --primary port 649 and Server A-->failover
port 650)

In the second case, we don't have duplicate ports, and to your earlier
statement

I tried both cases and both have issues

First, your config isn't correct. You have both the primary and secondary
configured with the same IP address

---> Is using the same server as primary and failover a wrong thing in ISC?
