server fail to start after change lease time for DHCPV6

Server failed to start when I try to change the lease time from 28800 to
3600, got
../../../lib/isc/heap.c:185: INSIST(((i) == 1 || !
heap->compare(heap->array[(i)], heap->array[((i) >> 1)]))) failed, back
trace
..
Aborted

Anyone seen this kind of problem before, we are on version 4.2, also wonder
if it's time to upgrade to 4.3.1 which has better DHCPv6 support and
feature according the release notes.
