No.
Firstly a stop & start doesn't take long, even on large configs.
Secondly, a restart would internally be pretty much the same as a stop & start. To do a dynamic reload would need a **LOT** of new code which would then need testing and maintaining. Even if it was decided that this was "a good thing", ISC would need a sponsor to pay for the development time.
